It is an allegory comparing their job to the gatekeepers of writing hell—guarding against substandard stories escaping and being released to the general public, showing no mercy.
The emergence of self-publishing now enables anyone to bypass the traditional scrutiny and create a book at very little cost. Time-honoured conventions and standards of marketable fiction suffer as a result.
